New Dog Law Collars Bad Owners

If it's raining cats and dogs, leaving Rover outside to endure it could cost you money.
Dog owners who do not provide appropriate shelter for their pets in bad weather will be subject to fines under a bill signed into law Tuesday by Gov. George Pataki.
The law, which becomes effective in 60 days, makes it illegal to leave dogs outside in "inclement weather" without providing a house or shelter to protect them from the elements.
"Inclement weather" includes rain, sleet, ice, snow and wind, as well as extreme heat and cold.
"Dog owners have a responsibility to provide humane conditions for their pets," said the bill's sponsor, Assemblywoman Amy Paulin (D-Scarsdale.) "Now we can make sure that — no matter what the conditions — our dogs will be protected from outdoor exposure."
Paulin said complaints about dogs left outdoors without shelter are among the most frequent received by humane societies and police across the state.
"This law will make a real difference in the lives of dogs left outdoors in extreme weather by giving law enforcement the means to ensure that these family pets are adequately protected from the elements," said Stacy Wolf of the American Society for the Prevention of Cruelty to Animals.
Under the law, violators face fines of between $50 and $100 for a first offense and $100 to $200 for a second violation.
The bill was unanimously passed by the Assembly and by a 54-7 vote by the Senate.
