My sister's husband was walking their Min Pin on Sunday, and when walking past one house, a little girl came out and with her two big loose Rottie's. Of course, they came barking/snarling toward's Max, so my brother in law tried to get in between them and Max to protect him. Max was so frightened, he struggled/pulled and slipped the collar over his head and went running down the street in a panic!!
The man of the house came out and put the dogs inside and since he could see that my brother in law was very shaken up (he also has a bad heart) he offered to walk home with him. On the four block walk, the man told Al that he had a Rottie taken away from him when he lived in Milwaukee because of some "trouble" the dog got into!! Guess that didn't teach the guy a lesson, because now he has TWO Rottie's getting into trouble!
Thankfully, when they got to the house, Max was waiting in the driveway, but he had to cross some busy streets and it's a miracle he wasn't hit by a car!
I told my sister to go in today and file a report so it's on record and she said she was going to.

Absolutely file a report, it never hurts to have a paper trail. I'm glad your BIL and the dog are ok, but what about the next time this moron's dogs get out ? The next person might not be so lucky!
