I think it is a good sign that he wants to fix the fence and that he is nice. That is a good start anyway.
Sunny is manic at our fence line. If there is no fence, he doesn’t seem to grasp where the end of his property is so there is no issue except for behind the fence.
He doesn’t say boo if a female walks by. He goes crazy if a male does and if they are un-neutered uggggghhhh.
He is fine if he knows the dog. He will happy bark and whine.
His territory bark at a strange male is frightening. If I were walking by with my dog, I would not walk by my house again.
He has no territorial issues with people. Everyone is welcome.
So if you can introduce the dogs several times off property that would be ideal assuming that the dog is friendly.
Make sure that the fence is high, strong and reinforced on the bottom. If the dog can jump the fence, or is a digger, then the owner must contain it some other way...lead, kennel. You do not want the dog to come into your yard and hurt your dogs.
Although they have met (not often because the owners are weird and the female tried to attack Sunny for going too close to the owner) if the pit is out when Sunny is out they fence fight. In those rare instances when they end up out at the same time, I immediately bring Sunny in.
I would be more concerned if the pit next to me was loose. However, their yard is not 100 contained on the other side so she is never ever in the yard off of a thick chain lead.
Maybe you can have schedules where your dogs are out at different times.
If the dog is friendly, he will bark but may not do anything else. Sunny is all show. He knows there is a fence. If he meets the same dog down the block he is very friendly. He is fiercely territorial with the pit next door but he actually adores her even though she tried to bite him. i don't let him near her anymore.
Sometimes letting the dog bark at the fence until he gets used to your two is the best way to handle it.
Get it out of the dog's system. If I had my way I would do that but they bring their dog in too so we have not been able to just let them get it over with. I am not saying that will work but i would try it for my situation if I had the choice. If I let Sunny out after an episode of fence fighting, he will bark twice quietly to see if the pit is out. Go figure.
I am very vigilant in my attempts to control this territorial behavior but it still persists.

There is a male that lives down the block. Sunny hates him and he hates Sunny. The other dog is territorial when we pass to the point of nearly jumping out the second floor window and Sunny is territorial when he passes our house. They are both extreme in their reaction to each other. The other day the dog was out and I walked by with Sunny a slight distance away. They did not even look at each other. Two chickens who think they are hot stuff behind a fence and window.
