Puppy Protection Act revisited
Washington-The U.S. House of Representatives has reintroduced a bill dubbed "Puppy Protection Act."
Leading sponsorship of H.R. 3484 is Rep. Ed Whitfield (R-KY), who is accompanied by 36 co-sponsors. The bill is said to be nearly identical to the PPA presented by Whitfield in the 107th Congress, except that it does not require establishing federal socialization standards for dogs. The American Veterinary Medical Association, along with various animal welfare organizations, opposed the original measure.
Companion legislation, sponsored by Sen. Rick Santorum (R-PA), is expected in the Senate soon.
While the American Kennel Club opposes the act, the Humane Society of the United States is promoting it.
PPA would alter the federal Animal Welfare Act to require the U.S. Department of Agriculture to regulate breeding practices of dog breeders covered by the Act. It also would require USDA to adopt a "three strikes, you're out" enforcement policy revoking the license to breed and sell dogs of anyone who commits three violations of the USDA's regulations in an eight-year period.
