First you sew an old bed sheet into a tube type shape. Mine was orange, but it can be what ever you have laying around or decide to get at a rummage sale. Then if you happen to have a coil of kind of thick wire (doesn't have to be really thick, just so it keeps its shape) lying around (I did) or if you decide to buy it, stretch and uncoil the wire so it resembles a slinky and cut it to the length of your tube shaped sheet. Now comes the fun part. Have someone stand up, put the wire inside the tube scrunched up again, put the tube with the wire in it over the person's head and have them evenly distribute the wire inside the tube by uncoiling it so it looks like a slinky inside a tube (I had my mom do this, it also caused a lot of laughter) then when your volunteer is out of the tube now tunnel, punch holes in the fabric along the wire (one on each side of the wire) in the punched holes (a leather punch or scissors work well) use a zip tie to attach the fabric to the wire. Then punch holes in the ends so you can attach it a wooden stake to hold the ends up and in place.
