Are hotdogs to be fed frozen, thawed, boiled, fried...?

If you buy kosher ones you don't have to do a thing to them, they're like bologna ;D. I keep mine frozen and when I need one, I just take it out and slice it up into discs, by the time I need them they're already defrosted.

can I ask, and they may be kinda retarded, but do you mean for dogs or humans?
I assumed you meant for dogs, but I just wanted to make sure...

They also sell the cocktail franks which I think are great because you can just pull a tiny dog out and it is thawed in no time. And there is no waste. They sell Kosher cocktail franks too. I personally stick it in the microwave for a few seconds. It gets it nice and smelly which is extremely motivating. I use pieces of hotdogs primarily for a treat after nail clipping. Both Reign and Sunny will do ANYTHING for a hotdog and perfectly. Which is why I know for sure that they both know their commands and just pretend to be stupid sometimes. OK, I am rambling on a bit. FW, yes it is for the dog. If you are going to eat it, I would cook it first.

I feed my dogs hotdogs in two ways. Sometimes I just thaw them to keep them cool, slimy and smelly. ;D Other times, I burn them in the microwave...yes, burn them intentionally. My dogs LOVE them burnt, which sounds really weird. Just cook them till they're starting to get dark brown/black around the edges, and they'll be dry on your hands (no slimy mess for training), and they're still smelly. Of course, my dogs love any food, so maybe I'm not a good example.
