I have a 10 lb neutered male chihuahua. He's 2.5 years old. He is having fear-based aggression problems and I'm running out of ideas on how to help him.
He's always been weary of strangers when out on a walk. I always have him leashed. About 50% of the time he will just scoot as far away as he can get on the leash as we pass people. this is fine with me. The other 50% of the time, though, he will be barking and trying to lunge at the people. I've noticed it seems to be the noisier people (either on a bike, click-y shoes, talking, etc.) are the ones he lunges at. the quiet people he just tries to keep a distance from.
Lately, though, he's getting much worse. He still seems to just scurry away from quiet people. With the other half, though, his bark is much more "fierce sounding" and I really have to hold him back from them as they pass. I actually do fear that he might bite if he could get to them.
I have tried my best to socialize him. I take him on lots of walks, take him to petsmart. I live alone but try to have him spend as much time as possible with friends so he is around other people.
I've tried to take treats on a walk with me and treat him as strangers approach, but for the most part, he isn't interested in food when he's outside...even though he gobbles anything and everything at home.
Any recommendations?

I should also add that he doesn't like dogs and will shy away from them but, he is NEVER aggressive to other dogs...only people...children and adults.

Can you provide some more information please. How do you react when he shows these aggressive displays? What behaviour do you see as fearful? What steps have you taken already? Lastly, how much obedience training have you done?
