Keep a training collar on him, and when he starts to mark, give a strong 'leave it' command. Correct if required to stop him. Then take him outside to a suitable tree, bush or post and let him mark if he wants.
You'll need to be consistent, and watch him every minute. If he gets away with the behavior even once he will continue it. Use a crate if you can't monitor him consistently until you get the marking under control.
When out walking, don't let him mark indiscriminately. Give leave it commands and make him walk past some points. You can also put freedom to mark on cue. I use "have at".
It would also help to give the place a very good clean with an enzyme based cleaner like nature's miracle.

When I first got my dog he used to mark inside. We did pretty much what Aussienot suggested, and that fixed it. Once he realised that marking inside the house (or while walking on leash) earned him a correction, he stopped doing it.
We implemented NILIF at the same time, and I think that helped with this problem, as well as making him a generally more polite and more obedient dog. There's a link to NILIF at the top of the page.
