Hi there,
My 9 month old Springer spaniel bitch will stop on the whistle .........eventually!
When standing near me and i give one 2 second whictle blast she will sit down but when she is running towards me she takes way too long to react to the whistle and it becomes more of a gentle slow down then into a s...l...o...w sit down.
How do i make her do all she can to bring herself to a hault and get her ass on the floor!

Are you sure your dog knows how to stop dead while moving forward and sitting from a run? I'd do a lot of moving heel work from a fast pace heel and reward only the quickest sits.
I'd also shorten up the distances when coming towards you. Keep your dog on a standard length training leash, turn to face her and get a moving sit from 6 - 4 feet in front of you. Only reward the quickest sits, and get reliability close in before going for distance and destraction.
Have you considered an e-collar? Drive building escape training, where you teach the dog to move quickly to "beat" the collar stimulation is another approach.
